Lt. Flesch

I have been employed by Osceola County Department of Corrections since November 1994. The following achievements and contributions have been made by me to promote the agency and the discipline:

On November 21, 1994, I completed cross over training and became dual certified as a Correctional and Law Enforcement Officer. The tandem training required 350 additional hours of training.

On February 1996 my book, Knife Defense by Flesch, was featured in the magazine Correctional Forum.

On April 30, 1996, I completed training and became certified as an instructor for Basic Life Support (CPR); this intense training was instrumental years later in saving a friends life during training.

On October 16, 1996, the Thompson-Hiatt Corporation (handcuff) invited me to be one of three members on their International Board to field test equipment for corrections.

On December, 1996, my book Defensive Tactics for Law Enforcement, Public Safety and Corrections was featured in the magazine Police Marksman.

On December 18, 1997, Charter House Underwriters, Inc. conducted an evaluation of the SOP that I wrote and coordinated development. They stated in their evaluation letter “This SOP is well written. In fact, it is one of the better manuals that I have read.” This was the first SOP written for corrections with the prior document from the Sheriff’s SOP only briefly addressing corrections.

Basic Knife Defense for Criminal Justice

In Winter 1998, the Southeastern Regional Association of Teacher Educators (SRATE) conducted a blind review of a book I co authored: Use of Force, (Reasonable and Deadly) for Educators, Law Enforcement, Public Safety and Security. It passed their review and was featured on page 32 of their winter edition.

On January 8, 1999, the Florida Department of Law Enforcement (FDLE) wrote a letter appointing me to the Basic Curriculum Development Board for new recruit training.

On October 6, 2000, I was appointed as Co-Chief of Security for the American Society of Law Enforcement Trainers (ASLET) for the 2001 ASLET World Law Enforcement Skills Championships.

On January 11, 2001, I was hired as a reserve officer for Kissimmee Police Department. During this tenure I was appointed as reserve lieutenant. This required management and book keeping skills for other reserve officers. I also was charged with writing the post orders for the reserve unit.

Defense

In 2002 I was inducted into the United States Martial Arts Hall of Fame as the Law Enforcement Instructor of the Year from Florida.

On February 2002 I was awarded Employee of the Month by my agency.

In December 2002 I was nominated as Correctional Supervisor of the Year and sent by my agency to Washington D. C. to represent Florida at the International Association of Correctional Officers convention.

On May 10, 2003, I completed my Associates Degree at Columbia College.

In December 2003 I was awarded our agency Staff Member of the Year.

On May 2004 I was awarded Employee of the Month by my agency.

On July 2005 I was awarded Employee of the Month by my agency.

On July 7, 2005, while training at the Police Academy my friend dropped to the ground with a massive heart attack. I performed CPR with two others until EMS arrived. He lived and is back to work. I received a Life Saving metal from Sheriff Kevin Berry.

On January 21, 2006, I co managed a mass move of inmates at our agency and received a letter of accommodation from the Director.

On March 11, 2006, I was inducted into the Southeastern Hall of Fame-Martial Arts Brotherhood as the Writer of the Year.

On August 2006 I joined the Windermere Police Department Reserve Unit. I resigned February 2011.

On March 7, 2006, Cambridges Who’s Who made me an Honored Member and placed me in the Executive and Professional Registry 2006-2007.

On October 22, 2007, I reached my educational incentive cap pursuant to F. S. 943.22 subsection (e)

On March 7, 2007, I was again placed in Cambridges Who’s Who and made an Honored Member and placed me in the Executive and Professional Registry 2007-2008.

Osceola County Corrections Department Patch

In September 2010 I was task to command the Correctional Emergency Response Team. I submitted a budget request, submitted fitness & testing standards for the team, completed and submitted an equipment inventory (never has been made to this date), and completed a CERT Phase 1 training manual over 200 pages with pictures and narratives.

Currently on October 31, 2010, I have 1826 verified training hours on file. These hours include instructor ratings in firearms, chemical agents, defensive tactics, baton instructor, pressure point instructor, human diversity instructor, first responder instructor, handcuff instructor, knife instructor, general instructor rating for academics and various certifications in specialized and advanced training.

I have written and published several articles dealing with corrections in national publication and in our local Lock Up newsletter.

I was the past technical editor for a national publication titled Defensive Tactics Newsletter and received certification from Lancashire, England as an official consultant to the constable on use of force issues.

I was on the State of Florida’s original Defensive Tactics Task Force that wrote and framed current recruit curriculum for defense and arrest tactics. I received a certification from FDLE and CJST for this 3 year project.

I have authored and co-authored five books through Gould Publications and Lexus-Nexus.

I have written training curriculum for in service training, police departments and correctional facilities throughout the State.

I have trained over 800 Firefighters from Orange County, Florida in defensive tactics and conducted National Seminars and been a guest speaker on subjects related to Defensive Tactics and Fitness. I have also been a guest speaker at several police and corrections graduations.
